Terre des hommes is seeking a qualified professional to provide technical support in child- justice and digitalization, develop training materials and deliver trainings for justice professionals on the area of child-centred and digital justice in Ukraine.
1. Background - About Tdh & PPRO Child project
Terre des hommes (Tdh), founded in 1960, is an independent, neutral and impartial Swiss organisation committed to bringing meaningful and lasting change to the lives of children and youth, especially to those most exposed to risks. We strive to improve their well-being and ensure the effective application of their rights as defined by the Convention on the Rights of the Child and other relevant human rights instruments.
PPRO Child – “Protecting the procedural rights of children in the digital age” is a project funded by the Justice Programme of the European Union. This 24-months project, runs from October 2024 to September 2026, is being coordinated by Penal Reform International. It is implemented in partnership with Terre des hommes Regional Hub in Hungary, Terre des hommes Romania and Terre des hommes Spain. Tdh Hungary is responsible for the implementation of the project in Ukraine with the support of Tdh’s country office in Kyiv. The project’s main aim is to protect procedural safeguards of children in the context of digital justice across the EU and Ukraine. In Europe, the fast-paced adoption of digital technologies in criminal justice proceedings aims to support effectiveness and efficiency in the delivery of justice for all. Yet, concerns have been raised about the impact of uncritical adoption of technological solutions, including virtual hearings, on the safeguarding of children’s procedural rights and their access to fair trials. Taking four varied contexts in Ireland, Romania, Spain and Ukraine, the project will bring to light the rights and needs of justice-involved children in all their diversity and facilitate mutual learning and joint development and piloting of practical tools and working methods for the better protection of children’s procedural rights in partnership with local justice actors and children with lived experience of justice proceedings.

2. Scope of Work
Tdh is looking for an individual expert or a Ukrainian non-profit organization with the status of legal entity to provide legal advice and technical support in the field of child-centred justice within the objectives of PPRO Child project.
Child Justice Technical Adviser & Trainer is expected to:
• Perform all work as per the signed contract, Terms of Reference, and the Financial Offer, including Tdh policies and submit all deliverables as per the agreed deadlines.
• Be available for regular check-in-calls, as necessary throughout the assignment to share updates on progress.
• Ensure that the identified Tdh project staff is regularly informed in case of any questions and issues (particularly, delays and blockages) that may emerge during the assignment and may require mutual discussion/planning.
3. Objectives of the consultancy
The tasks of a Child Justice Technical Adviser & Trainer consist of two major areas: 1) providing technical advice/support to PPRO Child Project Manager in Ukraine and 2) developing training materials and delivering training activities. Consulting involves providing advice on project topics – child-centred justice and digitalization of the criminal justice system, as well as contributing to the development of analytical products such as guidelines, policy notes, legal analysis etc. Training activities include developing training materials and conducting training sessions for justice sector professionals in the field of child-centred justice. The selected Child Justice Technical Adviser & Trainer performs his/her duties under the direct management and supervision of the PPRO Child Project Manager (PM) in Ukraine.
Based on two areas of responsibilities, the main tasks of Child Justice Technical Adviser & Trainer are:
• In line with the project`s advocacy strategy, develop analytical products (legal analysis, policy papers, policy notes, child-friendly materials, guidelines, toolkits etc.) on child-centred justice and procedural safeguards of children in conflict with the law within the realm of increasing digitalization of criminal justice system in Ukraine.
• Monitor and analyse of Ukrainian legislation on child-centred justice.
• Provide advice/guidance to the PM on key developments of Ukrainian legislation in the context of child-centred justice, particularly, on evolving digitalization of criminal justice system and virtual hearings.
• Co-Facilitate the co-design sessions for the conceptualization & development of pilot solution with justice sector professionals and practicing lawyers on child-centred justice and increasing digitalization of criminal justice system.
• Develop training materials on the implementation of the pilot solution.
• Deliver trainings for justice sector professionals and practicing lawyers on child-centred justice and increasing digitalization of criminal justice system.
• Participate in developing and piloting solutions in the field of digitalized criminal justice system and child-centred justice within the aims of PPRO-Child project.
Other activities:
• Participate and present in conferences, roundtables and other events the developments and results of the project.
• Support the PM in the implementation of other activities within the PPRO-Child project (such as reports, meetings with stakeholders, communication of project topics, Child Advisory Boards).
4. Ethical considerations
External consultants must sign Tdh’s Child Safeguarding Policy and Code of Conduct and be willing to adhere to their principles and expected practices. If a breach of the Policy or Code of Conduct takes place, the consultancy will be terminated immediately without any financial burden on Tdh.
5. Deliverables & timeline
Based on his/her tasks, the Child Justice Technical Adviser & Trainer must provide the following deliverables/activities:

The deliverables should be produced both in English and Ukrainian if required. The deadlines for producing analytical products, training materials or other deliverables will be mutually agreed with the selected Adviser & Trainer in line with the overall project timeline.
6. External expert’s profile
- Advanced degree in the field of law or criminology, or equivalent with strong research and analysis component.
- At least 3 years of experience in the field of developing training materials and conducting trainings. Conducting trainings for state authorities is an asset.
- At least 5 years of experience in the field of children’s rights, in communicating with children in conflict with the law or protecting their rights.
- Solid knowledge of Ukraine’s juvenile/child-friendly justice system and criminal proceedings.
- Knowledge of child justice projects and networks in Ukraine is an asset.
- Excellent writing and communication skills in Ukrainian and English.
- Residence in Ukraine is mandatory.
7. Pricing and payment terms
The proposed price for the work will be provided by the applicant in the Financial Proposal, indicated through daily gross fee. The Adviser & Trainer is expected to work for approx. 30 working days within the 9-months duration of this assignment. Payment terms shall be 15 days net following:
• Upon signature of the contract – 20%
• Approval of the 1st bi-monthly report – 15%
• Approval of the 2nd bi-monthly report – 15%
• Approval of the 3rd bi-monthly report – 15%
• Approval of the 4th and final report & conclusion of the consultancy - 35%
8. The Child Justice Technical Adviser & Trainer selection criteria
Tdh will provide a detailed briefing on its various policies and principles related to ethical considerations to the selected Adviser & Trainer. All Tdh consultants are required to sign Tdh’s Good Business Practice and Code of Conduct, Data Protection and Child Safeguarding policies and adhere to its principles and ensure confidentiality of the information received from Tdh upon entering into contract.
The candidates will be assessed based on their background in child-centred justice demonstrated through the submitted analytical and training materials (40%), demonstrated skills (40%) and financial proposal (20%).
Only shortlisted applicants will be invited for an interview prior to contracting. All applicants will be informed of the outcome of the selection process by e-mail after the contract is concluded with the selected applicant.

Tdh HU will accept applications from individuals, NGOs as long as they are able to issue an invoice to Tdh Hungary registered in Hungary, which should be proved by legal documentation.
