Education Data and Inclusion Officer (Data Monitoring & Evaluation and Inclusive Education)

Position Title: Education Data and Inclusion Officer (Data Monitoring & Evaluation and Inclusive Education) 
Duty Station: Dnipropetrovsk / Zaporizhzhia oblasts (with travel to programme sites, including non-occupied areas of Donetsk oblast as security permits).

Reports to: Project Manager (with functional and technical guidance by Programme Coordinator) 

Duration: till the end of the project.

Purpose of the Role

The Education Data and Inclusion Officer (Data Monitoring & Evaluation and Inclusive Education) - referred to as Officer - will play a key role in supporting the effective implementation, monitoring, and evaluation of the Programme “Better Care for Every Child in Community: Inclusive Learning and Protection, Rehabilitation, Mental Health & Psychosocial Support (MHPSS) for and with war-affected children in Eastern Ukraine.” And other programme development of education. 

The Officer will ensure support inclusion of children with disabilities and Special Educational Needs (SENs) in education, while high-quality data collection, analysis, and reporting on inclusive education interventions, contributing to evidence-based decision-making, adaptive programming, and accountability to children, families, and communities.  

Particularly, the Officer is encouraged to deepen his/her understanding of the sustainable national systems strengthening perspectives in improving the inclusive education in Ukraine as part of the effort to strengthen the sustainable mechanism in the education sector. The Officer is also encouraged to familiarize with the linkage between education and child protection systems and constantly coordinate between relevant sectors from the education sector development. 

Key Responsibilities 

1. Programme Implementation Support 

  • Guided by Tdh Programme, cooridinate with and provide technical guidance to local education departments, Inclusive Resource Centers (IRCs), schools, and teachers on inclusive education standards and practices.
  • Support development and monitoring of Individual Learning Plans (ILPs) for children with disabilities and special educational needs (SENs) in cooperation with the Step by Step in coordination with the Ministry of Education and Science and relevant local education departments.
  • Assist in capacity-building activities for teachers, IRC staff, and community actors in inclusive pedagogy, assessment, and child-centered approaches.
  • Facilitate linkages between education, child protection, and MHPSS interventions, ensuring integrated service delivery.  

2. Monitoring and Evaluation (M&E) 

  • Develop and implement monitoring frameworks aligned with Tdh, and national indicators for inclusive education and child protection with a conscious to the Ukrainian national standard data indicators.
  • Support designing and execution of baseline, midline, and endline surveys of the Programme (including use of Washington Group Questions on Disability).
  • Support data collection, use of AICOM/EMIS systems, and digital monitoring tools in close collaboration with the Hromada, City and Oblast level Department of Education and the National Institute of educational analytics.  
  • Ensure quality and timely collection of educational quantitative and qualitative data from Hromada education departments, schools, IRCs, and communities.
  • Conduct routine monitoring visits to schools, IRCs, and community activities, providing feedback for continuous improvement as well as school class room observations measuring inclusive practice in the classrooms. 

3. Data Management and Reporting 

  • Support managing programme databases, ensuring disaggregation by gender, age, disability, IDP status, and Hromada.
  • Analyze data to track progress against programme indicators, generate evidence for advocacy, and support adaptive management.
  • Produce regular monitoring reports (monthly, quarterly, annual).
  • Document lessons learned and good practices in inclusive education and MHPSS integration.
  • Coordinate and seek partnering with local community-based social support services, such as, Day Care Center for Children with disabilities, Kindergartens, Physical and other rehabilitation centers, foster care families accommodating children with disabilities, parents group for children with disabilities, Organizations for People with Disabilities, Primary Health Care facilities, Hromada Department of Children’s Affairs, local transport services  

4. Coordination and Advocacy 

  • Work closely with Hromada Education Departments, MoES representatives, and local NGOs (including Step by Step and OPDs) to strengthen inclusive education systems.
  • Support coordination platforms such as Better Care Councils and Hromada task forces, ensuring integration of inclusive education in planning.
  • Contribute to knowledge exchange events, peer learning forums, and study visits on inclusive education.
  • Advocate for disability inclusion, stigma reduction, and child participation in programme design and implementation. 

Qualifications and Experience 

  • Advanced university degree in Education, Social Sciences, Development Studies, Monitoring & Evaluation, or a related field.
  • At least 3–5 years of professional experience in education programming, with a strong focus on inclusive education or M&E.
  • Fluency in Ukrainian and English (spoken and written) required. Proven experience in data collection, analysis, and use of education data systems (AICOM, EMIS, KOBO or similar is asset).
  • Knowledge of Washington Group Statistics on Disability, INEE Minimum Standards, and inclusive pedagogy approaches is asset.
  • Experience working in conflict-affected or emergency settings is highly desirable.
  • Excellent communication, facilitation skills; ability to work with diverse stakeholders, including government, teachers, parents, and children.
