Position Title: MHPSS Officer
Duty Station: Dnipropetrovsk / Zaporizhzhia oblasts (with travel to programme sites, including non-occupied areas of Donetsk oblast as security permits).
Reports to: Project Manager (with functional and technical guidance by Programme Coordinator).
Duration: till the end of the project.
The main function of this position is to organize group activities for psychosocial support of the population, participate in the implementation of project activities, organize and participate in monitoring within the framework of project activities.
The MHPSS Officer will primarily support the effective implementation, monitoring, and evaluation related to the Programme “Better Care for Every Child in Community: Inclusive Learning and Protection, Rehabilitation, Mental Health & Psychosocial Support (MHPSS) for and with war-affected children in Eastern Ukraine.” and potentially other projects, as required. Particularly, the MHPSS Officer is encouraged to deepen his/her understanding of the sustainable national systems strengthening perspectives in improving the inclusive child protection and MHPSS mechanism in Ukraine. This perspective is important in executing the daily tasks to strengthen the sustainable mechanism for the best interest of the child.
Specific Responsibilities/Context of “tasks”
- Organize mental health and psychosocial (MHPSS) activities targeting children and adolescents to improve their mental health and psychosocial well-being and develop resilience in children and adolescents.
- Promote educational activities to strengthen the educational capacity of parents/guardians.
- Organize mental health and psychosocial activities to strengthen the capacity of community professionals to provide psychosocial support to the population.
- Coordinate the activities of mobile mental health and psychosocial support teams.
- In coordination and collaboration with the MHPSS team leader, prepare weekly and monthly work plans with clear objectives defining short, medium and long term priorities.
- Keep the MHPSP Coordinator/Team Leader and Project Manager regularly informed of the progress of project activities in the field and/or any changes that need to be made to the implementation process.
- Facilitate internal and external referrals of children/adolescents who attend mental health and psychosocial activities and require additional support, care or protection.
- Participate in developing a list of necessary inventory and materials needed for mental health and psychosocial classes and trainings.
- Ensures that necessary equipment and materials are stored, used and available for activities.
- Prepares and maintains work documentation in accordance with general business record keeping requirements.
- Supervises the transfer of inventory and materials to the organization's partners within the framework of project activities with appropriate documentation.
- Organizes and participates in monitoring and evaluation activities to collect beneficiaries' feedback and opinions on quality and satisfaction with the activities and ensure that this feedback is used to implement psychosocial interventions.
Coordination and representation
- Together with the Project Manager, support coordinate and seek partnering with the local authorities (Oblast, City and Hromada authorities, including head of Oblast and City, Head of Hromada, Department of Education, Children’s Affairs and other department for City/Hromada Development and Planning etc.).
- Coordinate and seek partnering with local community-based education and social support services for children, such as, Kindergartens, General education facilities, Day Care Center for Children including for those with disabilities, Physical and other rehabilitation centers, foster care families including those who accommodate children with disabilities, parents group for children with disabilities, Organizations for People with Disabilities, Primary Health Care facilities, Resilience center, Inclusive Resource Center, Center for Social Service, local transport services etc.
- Establish and maintain positive and effective relationships with target beneficiaries, community members, Project participants and non-participants, formal and informal local authorities, site management, NGOs, etc.
- Participate in forums and meetings held at the level of the host community, when appropriate and necessary.
Child protection/safeguarding
- Promote inclusion and equal access for every child, with particular attention to the most vulnerable children, children at risk and children with disabilities.
- Identify potential cases of children in need of additional support, care or protection and report them to the Case Management Team.
- Maintain strict confidentiality of information and data on beneficiaries at all times.
- Ensure that the Minimum Standards for Child Protection are integrated into all activities of the MHPSS.
- Report serious cases of violence against children in accordance with the policy of the organization “Planet of People”. Strict confidentiality must be maintained.
Support to Monitoring and Evaluation:
- Conduct programmatic monitoring visit and share the findings with the Project members including Tdh MEAL team.
- Contribute to data collection relevant to track the accomplishments relevant to MHPSS activities with the support of Tdh M&E team in the Programme and project implementation.
- Contribute to data collection activities related to overall Programme and project under the supervision of Project Manager.
Other
- Other tasks from the MHPSS Coordinator, Line Manager, and Head of Delegation as needed.
