Monitoring and Evaluation Officer (Kyiv)

Terre des hommes is looking for a proactive, energetic, and organised Monitoring and Evaluation Officer, to join its team in Kyiv (with frequent visits in different bases), to support in the implementation of its projects. Description

Working within the framework established by the organization, the Monitoring and Evaluation Officer ensures the consistency and quality of the delegation's monitoring and evaluation strategies and activities.

Key Duties and Responsibilities

  • Supports project managers and officers to manage high-quality data collection, analysis, and syntheses.
  • Develops (baseline) data collection tools and monitoring methodologies.
  • Develops monitoring plans in line with donors and organizational request.
  • Guides field staff to collect data (against project indicators) and understand monitoring tools.
  • Analyses data gathered for reporting, organizational learning, new project proposal writing;
  • Coordinates internal evaluation activities on projects.
  • Develops data collection tools and evaluation methodologies.
  • Guides staff/ volunteers on data collection and understanding of tools.
  • Drafts data reports and share outcomes with the project managers.
  • Prepares quantitative reports for donors or coordination structures (such as UN coordination clusters and OCHA)
  • Support the external evaluators in conducting the evaluation.
  • Cooperates with the Regional Quality & Accountability Advisor, project managers, partners to develop and publish good practices publications.
  • Coordinates the planning of monitoring and reporting for all projects.
  • Supports the development of project proposals by advising on indicators setup.
  • Supports the development of donors reports and internal monthly and annual reports.
  • Documents and maintains M&E database.
Candidate profile

Qualification:

  • Education: University degree in Social Sciences, International Development, Sociology or other relevant studies.
  • Language: Excellent oral and writing skills in English, Ukrainian is preferred.

Previous experience:

  • Minimum 2 years’ experience in similar position is preferred.
  • Previous experiences in M&E or management with NGOs is an advantage.
  • Previous work in research is an advantage.

Skills:

  • Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes
  • Experience in managing multidisciplinary teams in M&E and IM fields or ine NGO Management
  • Expertise in developing, planning and implementing systems, procedures and tools in the M&E and IM fields
  • Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector. Experience in collecting and analysing data
  • Experience in preparing, planning and monitoring consultations in the M&E field
  • Awareness and knowledge of ethical issues related to M&E: do no harm and sensitivity to gender and diversity
  • Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context
