Context

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Tdh started operations in Ukraine in 2015 and operated until February 2022 through 2 operational offices in Mariupol and Sievierodonetsk, while maintaining a coordination/representation office in Kyiv. Following the Invasion of Ukraine by the Russian Federation Army, the Tdh team has relocated in Ivano Frankivsk, where it started operations for the area of West Ukraine, which is the first operational base for the response to the current humanitarian crisis. The organization is aiming to operate in the Kyiv and surrounding areas and potentially in East Ukraine. We are providing various services to children, youth and their families in the conflict affected area, with a strong focus on psychosocial support.

Description

The Monitoring and Evaluation Specialist ensures the consistency and quality of the monitoring and evaluation strategies and activities of the delegation.

The Monitoring and Evaluation Specialist helps collect, process, and analyze data and ensures effective dissemination of monitoring results. He/she participates in internal and external evaluation processes in addition to monitoring project activities.

He/she has direct access to confidential information such as financial reports and data, delegation budget, bank statements, and is responsible for the accurate maintenance of office records.  A professional sense of security, confidentiality and proper representation is paramount to this position.

 

MAIN RESPONSIBILITIES

 

- Assists project managers and officers in managing high-quality data collection, analysis and synthesis.

- Develops baseline data collection tools and monitoring methodologies.

- Develops monitoring plans in accordance with donor requirements and organizational needs.

- Assists field staff in collecting data (in accordance with project indicators) and understanding monitoring tools.

- Analyzes the collected data for reporting, organizational learning, and writing new project proposals.

- Coordinates internal project evaluation activities.

- Develops data collection tools and evaluation methodologies.

- Advises staff/volunteers on data collection and understanding of the tools.

- Compiles data reports and shares results with project managers.

- Prepares quantitative reports for donors or coordination structures (such as UN coordination clusters and OCHA)

- Support external experts in conducting evaluations.

- Collaborates with the Regional Quality and Accountability Advisor, project managers, and partners to develop and publish best practice publications.

- Coordinates monitoring and reporting planning for all projects.

- Supports the development of project proposals by advising on the establishment of indicators.

- Supports the development of donor reports and internal monthly and annual reports.

- Documentation and maintenance of the M&E database.

Candidate profile

Education / Qualifications:

  • University degree.
  • Strong organizational and time management skills.
  • Required qualities: organization, negotiation skills, proactivity, independence, analytical skills, diplomacy, communication skills, stress resistance.

 

Experience:       

  • At least 2 years of previous experience in accounting and finance, ideally in the NGO sector;
  • Previous experience in M&E or NGO management is an advantage.
  • Previous experience in research is an advantage.
  • Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participatory processes
  • Expertise in designing, planning and implementing M&E systems, procedures and other tools.
  • Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector.
  • Experience in data collection and analysis.
  • Experience in preparing, planning and monitoring nutrition consultations.
  • Awareness and knowledge of ethical issues related to M&E: gender and diversity sensitivity will be an advantage.
  • Knowledge and professional experience in the field of child rights (protection and health) in the context of humanitarian assistance/development.

 

Languages: Fluency in Ukrainian (written and oral), knowledge of English is desirable.

 

IT Knowledges:  Proficiency in Microsoft Office, in particular Excel, and experience with automated accounting and financial software, 1C Enterprise, M.E. Doc.
